Background:
There's no decent wiki or anything for him anywhere but I have a write-up in his journal here (so very sorry about the tl;dr).
Personality:
By all outward appearances, Saralegui is just the young and charismatic king of the country of Small Shimaron. He's intelligent and fair in his rule despite his age, and well-liked by his people. He's kind and charming and strives for peace, the sort of king that really cares about his people, rather than just enjoying the luxury that such power brings.
In reality, however, Saralegui is manipulative and scheming. He plays nice with others to keep up a good reputation, because it's that sort of thing that helps him most in the cutthroat politics of his world. Saralegui doesn't shy away from using others to accomplish his goals, and he's both intelligent enough and powerful enough to get away with it. "Powerful" in this case referring less to his rank and more to the hypnotic magic he can work with his eyes. He doesn't even need that much of the time though, more interested in the challenge of going without, or doing things the more complicated way because it's more "fun". It isn't a lie that he cares for his country, but even that has a selfish root, a need to be a greater king than his father was, to be acknowledged and loved and respected and feared by everyone because his father would barely even look at him.
He has something of an abandonment complex, between his father's lack of care and his mother having been entirely absent from his life. No one is nice to others without wanting something from them, and the concept of love is a pretty lie. How could he believe in something like that, after all, when his own parents, the people who are supposed to love you unconditionally and before all others, wanted nothing to do with him? The only person he trusts absolutely his his bodyguard, Belias, and that's a trust built up over more than a decade of loyal servitude. Had Belias entered his life later it might have been too late, with Saralegui already too suspicious of others in general to allow anyone that close, but Belias came at a critical point, when Saralegui was still young and desperate enough to cling to whatever attention he was given. By the end of the series he's improved somewhat, becoming friends with Yuuri and somewhat forgiving his mother, but he's still not about to start befriending everyone he meets like Yuuri does. He's skeptical of others as a rule, and while it might be a bit easier now to get close to him than before he'd met Yuuri, he's still more prone to suspecting others of having ulterior motives than simply accepting the kindness of a stranger.
On a casual level, he ranges from genuinely affable to incredibly two-faced. He's very focused on appearances and often lies and sticks to polite surface interactions for the sake of maintaining that persona of a sweet and pleasant young ruler, but it's not as if everything he does always has such ulterior motives. He's very much capable of being friendly and getting along with others, and with all the societal rules and niceties out of the way he can actually be pretty great for intelligent conversation or flirting or joking around. As long as things remain on a lighthearted surface level, he can be fairly genuine and likeable without issue -- it's getting deeper than that that starts opening up a can of worms. Still, with the end of the series, he's become at least a bit more honest overall. He'll never truly forget about appearances and reputation, but he's gotten to be more open and less fake about the smaller things.
Despite everything he's done, Saralegui isn't exactly a villain. He does bad things, sometimes cruel things, but his intentions are often good. World peace, for example. He has a very "ends justify the means" attitude, which is why he could so easily trick his only friend, the pacifistic Yuuri, into destroying entire armies for him on two separate occasions -- it might hurt Yuuri, yes, but it gets rid of the threat of Large Shimaron's forces without having to send a single soldier into battle, and if it manages to kill off Large Shimaron's king in the process, then that just means he can claim the throne himself and definitely end all the fighting between humans and demons. He has some intense trust issues as well, so he lies and manipulates rather than put his faith into others. He's gotten better about that with the events of the end of the series -- the revelation that his mother might just care about him after all, that Belias is his family and loyal to him no matter what, that Yuuri will trust him and believe in him no matter what he does -- but it's a slow process. He really is trying to be a better person these days, more genuine at least, but old habits die hard, and Saralegui is far too prideful to so easily admit that he's been wrong about these things all along. Out loud, at least.
Why is your character a good fit for the setting of Soul Campaign, and what will they do once they are in the game?
Though he often takes the role of the villain, Saralegui is more likely to be on Shibusen's side in this, especially after having been in the game before and so already being over his initial inevitable suspicion and paranoia. He isn't an especially skilled fighter, but he's clever and adaptable enough to make up for it and an excellent tactician. He isn't the type of hero to be joining the fight just because it's the right thing to do, but he knows that Shibusen is telling the truth here, that the Witches really are bad guys that would happily kill him, and that his only way to get home is to help with the fight (short of sitting around waiting for BREW to get tired of him, but with the constant attacks on the city, even that isn't necessarily a safe option).
Beyond just the war, he'd definitely likely to cause some chaos and/or drama as far as interpersonal relations go, especially without having to play nice for Yuuri's sake this time around.
List the abilities your character will still have in Soul Campaign:
Just his intelligence, charisma and good looks, fortunately for the rest of the city.
List the weaknesses your character will gain (or lose) in Soul Campaign:
He'll be losing his power of hypnosis, the power of Seisakoku's Holy Sword, and all the political and military power that comes with being a king. But on the other hand, being pretty much completely unknown here means he doesn't have to monitor his behavior so carefully since he doesn't have to worry as much about his reputation.

As powerful as he is, both in magic, status and personality, Sara's soul would likely be as large as he is, a bright golden ball of light with an ethereal glow to it.

[time for another round of confused newcomers spamming the network with questions that were already answered during the tour and assertions that they needed to leave despite all assurances that it was impossible. hopefully his post won't be overlooked in that flood, but then again, there were always excessively nice people ready to give whatever help was needed and answer the same damn questions no matter how many times they were posed.
the pretty blond on screen seems somewhat tense -- pretty normal for new arrivals, at least -- but he attempts a polite smile anyway. just something to make anyone teetering on the edge of caring a bit more agreeable. he talks like a born speechmaker, clear and eloquent while still purposeful, and a pleasant-enough tone despite his agitation.]
I won't waste anyone's time with useless panicking and the like, but I do have just one question. Is a person named Shibuya Yuuri here?
[that's the only one that matters right now. anyone else that knows him will doubtlessly speak up. and on the off chance that certain people are still here and are still being assholes and won't say anything, well, someone will probably tell him anyway.]

In his own world, this place had been less of a memory and more of a far-off dream. Hazy and distant, half of the time he wasn't even sure that those "visits" had even taken place outside of nighttime hallucinations. Even with an extra scar on his abdomen that couldn't have come from anywhere else, that time never felt real once he was back home.
But waking up here again, in this dark and eerie and familiar room, puts those doubts to rest. At the very least, Saralegui isn't worried that he's losing his mind anymore.
He ignores the video that starts automatically. It doesn't look like it's changed at all, anyway, and there are more important things to consider right now. He doesn't bother putting on a nice face for the person passing out communicators and directing new arrivals, thinking too deeply about his own situation, but that rudeness will surely be forgiven anyway -- new arrivals are almost always distressed or angry, not really in the mood for politeness -- so no need to make that effort at the moment.
For the time being, he tunes out all the others in the room, helpful guides and confused newcomers alike, already moving to a quiet corner to access the network. No one here looks familiar so far, so either there have been a lot of eager and friendly new arrivals recently joining the welcoming crew, or enough time has passed that the guest roster has been switched up radically. He can't decide which option is preferable. Hell, he's not even sure whether he should be irritated about being here again.
In this place where his eyes and status are useless, however, information is still power. So he immediately begins scanning the network, trying to get a read on the current situation here before he has to ask anyone. Always better to be informed than ignorant, after all, and even better if he can avoid ever appearing the latter.
Notes
Saralegui has been in the game before and will be keeping his memories from his previous stays -- both his first stay, and the much shorter post-canon-update time wherein he had lost the memories of the first. Though he spent a great deal of time here, any development as a result of his previous time here is pretty much equivalent to how he had developed by the end of the series, so there's no fundamental change in his character to worry about.
